The user does not have rights to save a log file in the Default User's profile, and should not be saving it there anyway.
As best I remember it, the problem was permissions to the default location for the logging file, so you were right, Alan!(this showed up on a Google Alert I have setup) Here is a script you can run on a XP machine that will automatically remove the file from each profile. Necessary work around should be taken care (Active Setup also should be taken care).
